Is Associate EU Membership Possible?

The Mayor of London, Sadiq Khan, has been visiting Brussels in order to revive the orginal Brexit proposal of Guy Verhofsdtadt for Britons to be allowed the choice of EU citizenship. Naturally, this is impossible without the EU parliament amending their laws, and the UK government not doing what the UK government is doing right now. But is it possible for the future?
